Ratings for the Higher Education Development Project for Afghanistan were as follows: outcome and Bank performance was satisfactory, and monitoring and evaluation (M and E) quality was substantial. Some lessons learned included: a clear project design, based on and informed by good evidence and supported through an efficient M and E system, increases its likelihood of achieving the results in low-capacity contexts. Results-based financing can be an effective mechanism for delivering development outcomes and fostering innovation and efficiency. Affirmative action policies to increase the representation of women in higher education can be very effective. A competent operations and monitoring support team (OMST), with staff working full-time on the project, can be very useful for the project’s success in fragility, conflict, and violence (FCV) contexts. Pro-active risk management is very important. A closer engagement with the United Nation (UN) partner agencies and nongovernment-organizations (NGOs) is key for future operations.
