The COBP is consistent with ADB’s Strategy 2030 and aligns with the Socio-economic Development Strategy of Georgia and the Freedom, Rapid Development, Prosperity–Government Platform 2016–2020.

The COBP will assist the government in (i) responding to the coronavirus disease (COVID-19) pandemic and laying the foundations for economic recovery through social protection and fiscal resilience; (ii) implementing key institutional and policy reforms in the energy, finance, agriculture, education, and water sectors; (iii) upgrading the transport network within and up to Georgia’s borders to facilitate economic integration along the main east–west and north–south corridors; (iv) enabling balanced regional development along economic corridors; (v) improving urban transport, water supply and sanitation services, water resources management, and housing finance; (vi) initiating interventions to mobilize domestic and private resources for long-term investment; and (vii) supporting climate resilience, gender mainstreaming, and regional cooperation and integration. ADB’s strategic approach, targeted development outcomes, and the indicative assistance pipeline have been agreed with the government.
