Today, the concept of environmental governance in Iran is considered as a complex, dynamic and interdisciplinary concept. The evolution of this concept is the result of extensive changes in historical, social, economic and political developments that have gradually led to more attention to environmental protection and participatory, comprehensive and sustainable management of natural resources. Since there is no model of environmental governance that includes all aspects of the process of development and development, this research tries to explore the concept of "environmental governance" in the field of Iranian politics by explaining the concepts of government, government and sovereignty. In this research, an attempt was made to provide a model for understanding the limits and gaps of Iran's environmental governance, based on the definitions provided by macro-political concepts. Based on this, the government is a macro concept, but of course, it is not found, which is defined along with the concepts of "people", " territory" and "sovereignty" and is formed in the framework of the nation-state complex. In the meantime, government consists of three powers, governance is the process and rules that have been implemented, sovereignty is legitimate force and the right to rule that has been given to the government by the people of a territory. In general, environmental governance can be considered as a set of rules, ideas and measures that are used in special historical and geographical conditions to limit the access, exploitation and abuse of natural resources in a territorial territory.
