Energy is undoubtedly playing an increasingly important role in Chinese foreign policy. China is the world's third largest oil importer behind the United States and Japan. According to the International Energy Agency, China accounted for 27% of the growth in world oil demand between 2000 and 2005. In 2005, China consumed 6.6 million barrels per day(b/d) of oil, about one-third of the US level of 20.8 million b/d. China oil demand and imports will continue to increase; the only question is by how much. Beijing is probably more willing to pursue foreign policies to gain and maintain oil that run afoul of US interests when those interests are not top US foreign policy objectives. The most prominent spots where China's search for oil collides with American interests are the Africa continent. The frame is the CACF(China and Africa Cooperation Forum). This paper presents hypothesis; Will China and America collide with? The results is No. Why?
